  2. Who is affected and what rule, policy, or agreement is involved?
  3. What work was performed, when was it performed, and was overtime involved?
  4. Is there merit to the claim?
2. Discipline or Transfer
  1. Was the member suspended, discharged, transferred, or assigned differently?
  2. How long did it last and who replaced the grievant?
  3. Was there any substantial change in assignment?
3. Prior Record
  1. Who was approached, when, and what was promised or offered?
  2. Why was discipline or reassignment imposed?
  3. Was a personnel record reviewed before the action?
4. Seniority
  1. What are the dates of hire and job seniority?
  2. Have there been layoffs, recalls, or breaks in seniority?
  3. How has the grievant historically been treated?
5. Performance
  1. Was the member qualified for the work and previously instructed?
  2. What do the company records show?
  3. Was there a trial or evaluation period involved?
6. Management Direction
  1. Who gave the order and who was affected by it?
  2. Was the work normally performed by the grievant's classification?
  3. How much time was involved, and was it an emergency?
